Chairperson’s Report (Steve Moffet)

  • Virtually all forms necessary are either on our website, or on SportsPak
  • State clinic
    • Currently two officials have signed up
    • Room for one more
    • Don’t call BOCES for directions to fields
      • Use BOCES directory, or google maps
      • Playoff availability forms have been sent out
        • Must have officiated a minimum of 13 Varsity games
        • You have to be available for all scheduled dates per round INCLUDING RAIN DATES
        • Must send in form to BOCES no later than May 9th
        • Playoff turn back fee is a playoff fee
        • Claim forms
          • Send in form as soon as your last game is over
          • Include JH games on same form with V/JV games
          • Late fee if submitted after June 30th
          • Sportsmanship ballots (V/JV)
            • Due in by May 18th to Mark Furman
            • No JH sportsmanship ballot

Interpreter’s Report (Marie Terc):

  • Marie announced that, starting next year, Rick Norris will be the rules interpreter
    • Marie will stay on as Rick’s assistant
    • Game management and preventive officiating
      • Umpires must be the positive, calmest person
      • Be willing to give explanations as to why you made/did not make a certain call
        • Common sense approach rather than “That’s just how I saw it”
  • Don’t ever tell a coach “Shut up”, “You’re wrong”, “That’s not my call”
    • State that you will talk to your partner to see if there is additional information
      • If necessary, confer with your partner first, and then with both coaches together to avoid a situation being escalated
  • Preventive measures
    • Confer with a player, in a very discrete manner (a whispered comment), to have them correct their mechanics to conform with softball rules
      • While wiping pitcher’s plate
      • To the catcher while there is a break in the action
      • Game rules situations
        • Port Washington
          • First base line is about 40’ from the enclosed field
            • State has allowed a play that bounces off that fence, back into play, to be in play – not a dead ball
  • Illegal bats
    • Several, previously thrown out bats, have been reappearing in subsequent games
      • After 2nd appearance the school’s AD is notified
      • Ghost bats (illegal bat) found at:
        • Seaford
        • Syosset
        • Mineola
        • Carey
  • Ball bouncing off of the catcher onto field
    • If bat hits moving ball
      • No dead ball - play is live
        • Unlike a BATTED ball
  • Keep a good card
    • Keep track of who is a courtesy runner, and for whom
  • Do not rely on scoreboard to being accurate
    • If unsure of count, check with partner, not scoreboard
  • Dugout conduct
    • Only one on-deck batter allowed
  • DP/Flex
    • Note what position the field position of the flex is
  • Give safe signal on any dropped fly ball
  • Make sure you actually say the word “Ball” on pitches
  • Plate umpires
    • Make sure you go up the 3rd base line for possible plays on the lead runner
    • Playoff procedures for both 2-man and 3-man games are on the website

 

New Business

  • From Lynne M. Nemeth, USA Softball of New York - Assistant State Commissioner & Deputy Umpire In Chief, NYSSO - Secretary and Clinician
    • A question was asked about conferences and if a pitching coach can talk to the pitcher and another coach talk to the infielders.  This is totally legal.  
      • Rule 5, Section 7B in part says that for Defensive Conferences "the manager or team representative from the dugout (can meet) with any defensive players ..."  There is no limitation on the number of representatives from the dugout who can meet with defensive players during the same conference.  Obviously, when the conference is over, all must leave.

    • Almost all assignment information is there
    • Keep it up to date
    • Game Day Routine
      • If partner is not there by 15 minutes before game start
        • You suit up to do plate
        • Inform Steve if partner was late
  • Contact school to confirm start time and site
  • Contact partner before game
  • Playoff availability
    • 13 games to qualify
    • Turn-back playoff fee is the value of the playoff game
    • Anyone qualified to do semifinals or finals playoffs
      • Must attend clinic to be held immediately after next general membership meeting date, April 30th

        • Check website for most information (i.e. forms, procedures etc.)

          • Openings are still available

USA Softball Bat Testing & Certification Program 

CERTIFIED/APPROVED:
 The official bat for USA Softball Championship Play must meet all the USA Softball specifications and the requirements of Rule 3, Section 1, and:

  1. Text Box: ONE of the three markings directly below this box is needed for HIGH SCHOOL Fast Pitch Play, plus not be listed on the banned bat list.The official bat, made up of the knob, handle, grip, taper, barrel and end cap shall be free of burs, dents cracks, sharp edges, rattles and show no signs of excessive wear. The official bat may be marked OFFICIAL SOFTBALL by the manufacturer, and shall be no more than 34 inches long nor exceed 38 ounces in weight. The official bat shall not be more than 2.250 inches in diameter at its largest part, including any tolerance for expansion. The official bat must bear either the ASA 2000 Certification Mark, ASA 2004 Certification Mark, or ASA 2013 Certification Mark (Slow Pitch, Men’s Adult Fast Pitch, Junior Olympic Boy’s Fast Pitch and Men’s Modified only), as shown below and must not be listed on the ASA Non-Approved Bat List with 2000 or 2004 Certification Mark.

All bats in USA Softball Championship Play, except Seniors, must pass the ASA Bat Performance Standard. All bats having the 2000, 2004 or 2013(Slow Pitch, Men's Adult Fast Pitch, Junior Olympic Boy's Fast Pitch and Men's Modified Pitch ONLY) Certification Mark and not listed on the list of Non-Approved bats with Certification marks will be allowed in USA Softball Championship Play. Chairperson Report (Stephen Hopkins):

  • Any problems with fields or issues

o   Please send to either Stephen Hopkins and/or Marie Terc

§  Do not send to BOCES directly

  • Availability

o   Keep open, especially with past postponements being rescheduled

  • Pilot program to observe certain current officials

o   Select, veteran officials will view game officials

§  The goal is to offer suggestions which will improve the official’s overall game procedures

§  Results will be passed onto game officials as well as BOCES

  • Findings WILL NOT be worked into the official’s rating
  • Strictly a tool to help officials improve their game

o   Funding ($1,500) comes from past turned back fines

  • Upcoming BOCES contract negotiations starting soon

o   We will ask for more than one school to blacklist

  • Ratings/playoffs game requirements

o   With the high amount of canceled games to date

§  The board will consider asking BOCES and the softball coordinator to lower the number of games

  • Currently

o   Ratings 10 games

o   Playoffs 13 games

  • Stephen recognized Phil Saltalamacchio for his work in organizing the mentoring program for the past few years

  • Let Jim know if you did a scrimmage (or even if it was canceled) for service credit
  • Make sure you both sign the game scorebooks for BOTH teams

o   Note who does plate/bases

o   Make sure present yourself with the proper uniform in a neat manner

  • Arrive and leave field with your partner

o   Let the coach’s know you are onsite at least 15 minutes before scheduled game start

  • Become familiar with the OFFO ruling in a DP game

  • Pitcher’s plate MUST be to standard size and firmly secured on field

o   Tape is not an acceptable alternative

o   Modified games without a pitcher’s plate can have a line drawn at 40 feet

  • Religious bracelets

o   State may issue a waiver to allow them to be worn

§  They must be taped to the wrist

  • Modified game rules

o   Correction on modified rules is now posted on the website

o   Marie may need one more official to sign up so all games can be covered

o   Contact Marie for your shirt size for T-shirt participation gift

  • A discussion was held regarding an amendment being proposed to our current operating code

o   Proposed:

1.  Change Article X Section D 2 d to read “Suspend or terminate members”
This adds termination to be included per board request.

2.  Article XI Section B.. Add 15 to read:
15.  An umpire shall be physically able to perform their umpire responsibilities.

This change is in keeping with the terminology of 1-14 which the majority begin as "an umpire shall...".

o   The following changes to the above noted amendment were made:

 Article X Section D2 to read “Suspend or revoke membership from the NCSBOA”

Article XI Section B. Add 15: “An umpire shall be able to perform their umpire responsibilities”

o   The amendment (as changed) will be voted on at the next general membership meeting on May 1st

Chairperson Elect’s Report (Steve Moffet):

  • Steve started with the pledge of allegiance and a moment of silence for our troops
  • John Mayorga will be undergoing surgery in the next few days

o   Make sure you are properly equipped  for all games

§  Replace any worn or outdated items

o   A $50 fine can be levied for improper uniform

  • Attendance is by picking up your test booklet
  • Availability

o   Make sure your availability is up to date

§  Try to open morning hours during April break

  • Rainouts

o   Chris stated that she is not opposed to lowering the minimum (from 13 to 10±)

§  However she will defer a decision until after the April vacation

  • Check for cracks in bats
  • No verbal, intentional walks allowed
  • Try to keep batter’s foot in batter’s box while taking signs from coach
  • Umps ARE NOT supervisors

o   If no school supervisor present, then coach becomes supervisor

  • Make sure to ask each coach if teams are legally and properly equipped (to the best of their knowledge)

o   Ask home coach if the field is set up properly (to the best of their knowledge)

  • Tape over player’s ear lobes

o   Take player over to coach

§  Ask player (in front of the coach) if they have an earring under the tape

  • Accept player’s response, and warn coach of penalty if discovered later

o   If earring is seen afterwards

§  Unsporting behavior

  • Eject player

Treasurer (Rick Norris)

  • Current balance $3,196.09

o   Down from $3,776.47 at this time last year

o   There was no clinic this year (only one person enrolled, so it was canceled)

§  Not having a clinic put a severe crimp in our annual finances for this coming year

o   A dozen members either retired or went inactive this year

  • The executive board is looking into means of increasing our income sources and enrollment

o   Any official that can bring in a new candidate will receive a $25 (ea.) credit toward their annual dues, up to a maximum of $100 credit

o   Officials already officiating another Nassau BOCES sport will be reimbursed for the cost of the clinic, provided:

§  They pass the clinic’s test

§  Do a minimum of eight games in the following season

o   Steve floated the idea of either increasing the number of years of service from 25 to 30 years for honorary non-payment of dues

§  Or having those already exempt to voluntarily pay dues, regardless

  • Dues $100 by May 3rd
  • Scrimmages are posted on the website

o   Act as service credit towards the association

o   Trying to keep scrimmages to two officials per game

o   Send scrimmage postcard completions to Jim Borek

 

Dinner Report (Joyce Badger)

OCC (Mark Furman)

  • There now is a new, three year contract in place (2016/2017 to 2018/2019)

o   Major aspects

§  Fees for varsity and JV will increase by $5 over span of contract

  • JH games increase $1 each year

§  Late start now is 25 minutes

  • Any unsporting reports must be sent to BOCES as well as copies to Mark Furman, Steve Hopkins and Stu Cohen within 24 hours
