Meeting called to order at 7:40 PM, by Chairperson Christina Bivona

o Uniform Inspections

§ Most everyone has been inspected

§ Those yet to be reviewed need to present proof

o Sportsmanship cards

§ Christina has additional cards for those who need one

§ MUST be read to both teams verbatim, no summarizing

§ Must be read by the official, not by a player

o Certain field conditions

§ Howitt MS

· Existing pitcher’s plate is at 40 feet

o Should be 43 feet

o Howitt is in process of correcting to proper distance

§ Seaford HS

· Home run fence’s base plates are exposed metal

o School in process of covering plates with protective material

o Confirming games with your partner and school

§ Communicate with partner either day before or morning of game

· Decide who has plate and who has bases

§ Check with school no later than early afternoon

· Call on Friday for weekend games

o Middle school games have now been posted and most assigned

§ Turn backs MUST be called into BOCES – NO EMAILS

o 2024 test results have been released via email

· Obstructed player is awarded the base that the official deems they would have achieved had there been no obstruction

o Delayed dead ball

· Interference is an immediate dead ball

§ Courtesy runners

· Allowed for pitcher or catcher who is playing that position

o Exception

§ If top of first inning

§ Will be whoever is listed as the pitcher or catcher on the lineup card

· Can’t be the same runner for both the pitcher and catcher

· Must be someone who has yet to be in the game

§ Distance to the home run fence

· Should be 200’

o Slightly lesser distances can be compensated by higher fencing

o If blatantly less, then the hit is a double

§ Jewelry

· Nothing around the neck

· Bracelets must be tight to the wrist

· Be consistent with zone from first to last inning

· Confirm with partner what the count is

· Leap, then put weight on landing foot is illegal

· Coach is removed from the field

§ Interference

· If runner is close to fielder making a play on the ball

o Must avoid the fielder or it is interference

§ Runner is out

§ If runner was already out (at time of interference) then runner closest to home plate is out

§ For testing purposes ONLY

· Metal spikes are allowable on V/JV/JH games

o In practicality no spike for JH in Nassau

§ Bandanas can now also be pink

· Can be tied in back, but not a “handkerchief” type knot

§ Illegal substance put onto the ball

· First time is a warning

· Subsequent infractions are ejections

§ Infield fly rule takes precedence over an intentionally dropped ball

o Rick reviewed 25 questions that most likely will be on the 2024 test

· Don’t turn your back on the field/ball until at least the ball is in the pitcher’s glove within the circle

· If the coach has concerns

o Be approachable and listen to their concerns

§ Tell them what you saw

· Once the game begins, the officials control the game

o The officials have the authority regarding darkness, wet conditions

o Prior to game start, the AD has authority

· JV and Varsity officials on a Varsity game

o Varsity official MUST do the plate

· Give every game (regardless of the level/skill), your fullest effort

· “Catch & Carry”

o If unintentional, 1 base advance from where they were at the time they entered dead ball territory

o If intentional, 2 bases advance from where they were at the time they entered dead ball territory

· Batters can switch batting sides an unlimited number of times per at bat

· BOCES requests

o Please check if your social security number is properly entered in RefView, and SAVED!

§ BOCES is having difficulties with winter season payments being delayed

o Do not start games earlier than posted start time

§ Some schools have video crews that need to be prepared

§ Security staff work at set scheduled time frames


· Ball rotation during wet situations

o If a pitcher wants a replacement/drier ball

§ Pitcher tosses ball to plate umpire, who then tosses it to the defensive coach

o Softball assigning is in progress

§ Preliminary schedules will be released no later than 3/10

§ There may be a good chance that some JV teams will disband before the start of the season

o We have a new assigning software package – RefView

§ If you decline a contract (game assignment) you MUST call BOCES as well

§ You are entitled to two pre-season turnbacks without penalty

§ Keep your availability and block outs up to date

§ There is a RefView help desk if you need help

o End of season payment cutoff date is June 30th 

o Contact the school to confirm time and site, especially if the weather looks questionable

§ If you have a Saturday game or game during a school break 

· Contact school on Friday or the last school day before the break

· Have the coach’s phone number on hand

o Spring Break schedules

§ April 5th, 6th, 7th and 9th are no play dates

§ Games during the week of April 10th-15th can be morning, afternoon or evening games

o Foul tip is a batted ball that goes DIRECTLY to the catcher’s hand or glove and then caught

§ Only a catcher can catch a foul tip

o Any ball that is tipped and goes to the backstop is a foul ball (dead ball)

· Any ball with a perceptible arc and is caught is an out

o To be out of the batter’s box

o The foot has to be down on the ground

o Completely out of the batter’s box

§ Part of foot on chalk, player is deemed to be in the box

• Check bats, helmets and the field before the start of the game 


o Ask each team representative “Is your team safely and properly equipped and is the field safe to play on” 


• 12 games minimum to qualify for playoffs 


o Must have been a Varsity official for a minimum of two years to qualify 


• Next meeting (May 4th)

o Playoffs mechanics clinic for anyone desiring to be a playoff official  


 3-man crew for semis and finals o Frank to meet with BOCES before end of season 


 To make sure playoff assignments are appropriately assigned


o This year’s State finals 


 Held in Suffolk County at Center Moriches field


• State clinic to be held the first weekend after Labor Day o 2-3 members can attend

 A new inning starts after the last out of the previous halve inning was recorded 


 Once started, you must play that inning to the fullest

o JH is 15 runs, V & JV is 12 runs 


 Losing team HAS TO bat a minimum of five times 


 Visitors cannot win (by run rule) in the top of an inning

o Must have at least one of two logos on it


 ASA logo (2000 or 2004) or USA logo 


 Cannot have the 2013 logo


• Extra Player (EP)


o If you start with an EP, you must end with an EP


 If EP leaves the game, an automatic out is recorded every time that spot in the lineup is reached

§ The home team can NEVERlose a game by run rule in the top of any inning

§ Varsity and JV is 12 runs, Junior High is 15 runs

§ 7 runs max per inning (except for the final inning when it can be unlimited runs) in JV and 5 runs max Junior High 

· There is no maximum run allowance per inning in Varsity games

o Courtesy runners

§ For catchers and pitchers only

· Must be a substitute who has never been in the game

· Cannot enter the game in the same half inning unless due to injury with no other substitutes available

Meeting called to order at 7:40 PM, by Chairperson Steve Moffet

o Health and safety is BOCES prime concern for our officials

· You can request that all participants follow school health protocols

· If an official feels their health is jeopardize

o BOCES will not penalize the official if they refuse to officiate

§ Several procedures are being reviewed based on results of the current winter season activities

o We are expecting the season to run from mid-April to mid-June

o Communicate with your partner ahead of time 

§ Decide who is doing plate/bases so both officials are prepared upon arrival at the game site

· Access to inside school facilities may not be available

§ Show up to games on time

§ Have a complete and clean uniform

o Availability

§ Games will be available to those who choose to officiate

§ If concerned about how things proceed with regards to Covid-19

· Take limited availability/games at the start of the season

o You can always increase your seasonal or daily availability

o BOCES assignors (Grace and Judy) are only responding to game assignments

§ Don’t bother them with trivial matters such as:

·  where the field is located

· School phone numbers

· This information is on the BOCES website – SportsPak, or the BOCES directory

§ Emails are critical since Grace and Judy sometimes work from home

o Game ground rules

§ Pre-game conference

· Everyone wears a mask

· One coach from each team only – no captains

· Stand outside of the batter’s box (try to maintain 6’ distancing)

· No handshakes

· Absolutely NO covid jokes in deference to those who may have had some personal covid related situations

· Being aware of your surroundings

· If you hear something, notify a supervisor, coach of situation

§ All previously paid 2020 dues are being carried forward for the 2021 dues

· All existing members must pay 2022 dues as regularly scheduled by May 1st

· If you chose to opt out this year due to covid

o If you attend the 2021 interpretation meeting and take the 2021 test, and do not do a single game

o If you DO NOT attend the 2021 interpretation meeting and NOR take the 2021 test

§ Available from March 15 through April 19

§ You will need an ID unique to your particular test

· Your ID will be:

o Your 4 digit BOCES number

§ If your BOCES number is 3 digits, you must add a leading zero to make it a 4 digit number 

· i.e. BOCES number 123 will be test ID number 0123

o if you do not have a BOCES number

§ use the last four digits of your cell phone

o if you have neither a BOCES or cell phone number

§ a random number was assigned for your ID

§ contact Stu Cohen if you can’t get into exam


o First day for games (weather/covid permitting) April 29th 

§ Anticipating playing all three levels – Varsity, JV and Modified

§ Saturday Varsity double headers possible

§ Everyone makes the playoffs

· Semi-finals and Finals will be a one game championship game

· Have not ruled out the possibility of a Nassau/Suffolk championship

· No State championship this year

o Masks

§ The executive board will supply every official with one mask prior to the start of the season

· At no cost to the official

· Solid blue cloth with association logo

o Scrimmages/Service credit

§ There will be no scrimmages this season

§ Everyone will get credit for service credit
