Chairman’s Report (Frank Sheehan)
• Check bats, helmets and the field before the start of the game
o Ask each team representative “Is your team safely and properly equipped and is the field safe to play on”
• 12 games minimum to qualify for playoffs
o Must have been a Varsity official for a minimum of two years to qualify
• Next meeting (May 4th)
o Elections
o Playoffs mechanics clinic for anyone desiring to be a playoff official
3-man crew for semis and finals o Frank to meet with BOCES before end of season
To make sure playoff assignments are appropriately assigned
o This year’s State finals
Held in Suffolk County at Center Moriches field
• State clinic to be held the first weekend after Labor Day o 2-3 members can attend
Contact Rick or Frank if interested
o NCSBOA to cover costs
• Frank thanked Stu Cohen (who is leaving) for his years of service
Rules Interpretation (Rick Norris)
• JV game time limit o No new inning can start after two-hour limit
Time starts at the completion of the pre-game meeting at home plate
• Not the listed scheduled start time
A new inning starts after the last out of the previous halve inning was recorded
Once started, you must play that inning to the fullest
• Run rule
o JH is 15 runs, V & JV is 12 runs
Losing team HAS TO bat a minimum of five times
Visitors cannot win (by run rule) in the top of an inning
• Bats
o Must have at least one of two logos on it
ASA logo (2000 or 2004) or USA logo
Cannot have the 2013 logo
• Extra Player (EP)
o If you start with an EP, you must end with an EP
If EP leaves the game, an automatic out is recorded every time that spot in the lineup is reached
• No such thing as “giving yourself up”
o You cannot crash
You can slide, go around, jump over the top
• ADA
o Anyone who goes out of the game IS NOT considered to have left the game
The replacement is not considered a substitute as long as she has availability
• If she has been out of the game twice, she does not have availability
Anyone who has availability can go in to run
To hit, they either
• Have to have been in the same spot in the order,
• Not been in the game prior •
Communication between plate and base umpires
o Make sure both officials are aware of current situations

Letting partner you are covering a play at third
Have a good pre-game talk with partner about possible coverage situations
o Never turn your back while the ball is still live prior to the ball in the pitcher’s circle •

Pitching
• Come on to the pitcher’s plate with arms apart o Can start with both feet on the rubber, or
o One foot off of the rubber or o One foot off of the rubber and take a step back
• Foot has to be completely within the pitcher’s plate width
• Leaping is now allowed
o Replanting, creeping or crow hopping is illegal
• No change in the rules as to how fast a pitcher must pitch once they have received the ball back IN FASTPITCH SOFTBALL o It’s still 20 seconds
Tape on molded finger grips DO NOT have to be taped
Changes in ball specifications take effect in 2024
The term “Baseman” will now be known as “Baseplayer”
Americans with Disabilities Act (ADA)
• If a player suffers an episode (e.g., asthma attack) o They may leave the game WITHOUT being charged as leaving the game or substitution o Player entering must be a legal substitute
• At pre-game conference o Coach should notify official who may be subject to this type of substitution
If not told, ask coaches if this may be a possibility Common sense should prevail, regardless
JV 5 runs/inning rule in effect (innings 1-6), JH 7 runs/inning
• Unlimited runs in final inning
• No new inning may start after 2 hours
o Clock starts at the conclusion of the pre-game conference, not the scheduled game start time
o A new inning begins immediately after the last out of the previous inning is made
o An inning, once started, must be completed regardless of time exceeding 2 hours
Runner on second, fly ball to right field
• Base umpire checks for tag up
• Home plate umpire takes call at third
Beads in the hair • Must be covered completely • Must have and show a waiver on file

o if you do not have a BOCES number
§ use the last four digits of your cell phone
o if you have neither a BOCES or cell phone number
§ a random number was assigned for your ID

Starting positions
Both feet must be between the 24” of the pitching rubber

Regardless of style, once hands come apart, all movement must be towards home plate
